Katsumi DEGUCHI
Katsumi Deguchi Born in 1917 in Nagasaki Prefecture (registered domicile: Omura City, Nagasaki).
In 1940, he joined the Ministry of Agriculture and Forestry, where he consistently worked in agricultural land development administration, with a particular focus on promoting land reclamation projects.
He is especially known for introducing advanced land reclamation techniques from the Netherlands, developing a unique technical system, and achieving significant success in the Hachirogata land reclamation project.
In 1964, he became the director of the Hachirogata Reclamation Office within the Ministry of Agriculture and Forestry, serving for five years.
During this time, he led the completion of key reclamation works, including embankment construction, and made significant efforts to develop agricultural infrastructure. Additionally, he personally presided over the land reclamation process, fulfilling a key role in the completion of the Hachirogata reclamation project, which he had been
involved with since its planning stages.
His contributio ns were of great importance.
Katsumi Deguchi passed away in 1980.
